FedEx Trade Networks Canada eManifest

The Canada Border Services Agency (CBSA) has developed an eManifest system designed to modernize and improve cross-border commercial processes.

Currently, eManifest establishes advance electronic requirements for all transport modes and enhances the advanced commercial information (ACI) processes for marine and air. eManifest requires carriers in all modes of transportation (marine, air, rail and highway) to transmit ACI electronically to the CBSA within prescribed mode-specific time frames. In support of eManifest, customs sufferance warehouses are required to support electronic cargo arrival notices to the CBSA when goods are received at their facilities.

All requirements for marine, air, rail and highway are in place. The mode-specific time frames are indicated below:

*Notice: Highway eManifest requirements will become mandatory July 10, 2015. A 45-day advance notice outlining mandatory Highway eManifest requirements was announced May 6, 2015. Administrative monetary penalties for non-compliance may be issued by the CBSA beginning January 10, 2016.

The CBSA is currently developing eManifest requirements for freight forwarders. Once these requirements are established, the CBSA will provide a notice before they become mandatory.

The final phase of the CBSA eManifest implementation is a new requirement for importers bringing goods into Canada to submit advance importer trade data (ATD) electronically. This ATD requirement, when implemented, must be received and validated by the CBSA within the prescribed mode-specific time frames of eManifest, noted above.

Automatic "Ready-to-Roll" Confirmation

Customer Border Summary Sheet can be faxed or emailed immediately upon receipt of the K3 message (trip finalized) from ACI. FedEx Trade Networks also includes the "earliest arrival" time stamp for drivers. This saves time and helps avoid early arrival penalties.

Full-Service Filing Option

With the full-service filing option, customers can fax their documents to FedEx Trade Networks for filing the eManifest and broker entry. Upon completion of the eManifest, a border summary will be returned for submission to the CBSA upon arrival.

FedEx Trade Networks monitors the manifest, which helps avoid delays at the border for lack of broker entry.

Subscriber Access (Self-Filing) Option

With the subscriber access option, customers can file their own e-manifests using the FedEx Trade Networks system. Customers can also update driver and vehicle profiles and view CBSA disposition messages upon arrival and release. With FedEx Trade Networks web-based eManifest system, there are no additional IT development, installation or maintenance costs. Customers also have access to 24/7 help desk support.
